Kenshiro has crossed the only sea left on earth and arrived in the land of the Asuras to rescue Rin. It is a blighted place, ruled by a brutal code whereby only those who survive hundreds of deadly battles before the age of 15 are allowed to live. Although Kenshiro knows Jask is using Rin as bait to lure him and Falco into a trap, the two warriors won't be stopped. On his way to the Gate of the Asuras, Kenshiro learns about another rogue martial artist, a man whose Hokuto Ryuken style might just lead the land of the Asuras to salvation-or damnation!

The arrival of Kenshiro in the land of the Asuras was preceded by the legend of Raoh, who it was said would bring justice to that blighted place. The people of the land of the Asuras suffer in the grip of its savage leaders, the dreaded Rasho, three masters of Hokuto Ryuken. Now, Kenshiro has come to rescue Rin and Shachi. To do it, he'll have to face the first Rasho, the demon lord Kaio, a man whose soul burns with the rage of the gods!

Among the three Rasho, the generals who rule the land of the Asuras, Hyo hangs on to a little more of his humanity than the others. Deceived into believing that Kenshiro is responsible for the death of his sister, Hyo enters the demon realm to confront him. Meanwhile, Kenshiro searches for Hokuto Shinken's ultimate secret technique, which he will need when he squares off against the demon lord Kaio once again. What fuels Kaio's hatred, and what secret does he hold that could change Kenshiro's fate?
