In a land descended into anarchy and warlord rule, where gangster "presidents" vie for territory and control of resources - a boy named Veto rises to become the greatest "skreemer" assassin the presidents have ever seen...and the greatest threat to their stranglehold on power they have ever known.  This is the story of what happens when Veto decides to fight against destiny, to fight against the future he can see all too clearly.
